Priority Four

Your Tax Dollars

Every Dollar Should Deliver Results

I believe budgets should be judged by what they accomplish, not by how much they spend.

Tax dollars should improve the quality of life for residents, strengthen our economy and deliver measurable results. Every decision Council makes should create value for the people who pay for it.

The programs
01

The Welland Economic Model

Municipal government should be an economic engine.

Every investment should create jobs, strengthen local businesses, increase property values, improve neighbourhoods or generate new economic activity.

Before approving new spending, Council should ask one question: How does this investment improve the lives of Welland residents?

Every dollar should work harder for our community.

02

Performance-Based Government

Government should measure success.

Every City department should operate with clear performance standards, regular reviews and a commitment to continuous improvement.

Residents deserve to know how their tax dollars are being used and whether services are improving.

Success should be measured by results.

03

Responsible Budgeting

Before asking taxpayers to pay more, City Hall should demonstrate that existing resources are being used effectively.

Budgets should focus on measurable outcomes, responsible long-term planning and financial sustainability while reducing unnecessary spending wherever possible.

Departments seeking additional funding should demonstrate how that investment will improve services or save money over time.

Responsible budgeting means getting the best value for every tax dollar.

04

Community Investment Reserve

Community organizations are not expenses. They are investments.

The Community Investment Reserve will support charities, festivals, volunteers and local organizations that strengthen Welland.

By working with community partners, the City can improve neighbourhoods, encourage volunteerism, create economic activity and deliver services more efficiently.

Some of the best investments a city can make are in the people who give back to their community.

05

Transparent & Accountable Government

Residents deserve to know where every tax dollar goes.

I will support clearer financial reporting, annual department performance reports, measurable campaign commitments and greater transparency so residents can see how decisions are made and how public money is being spent.

Trust is earned through accountability, openness and results.

Every dollar should work harder for our community.
